Strong wind (>20 km/h) or gusty wind pushes the verdict to caution; very strong wind, or strong wind for a novice, is a no-go. A planned return after sunset (or within 1 h of it) adds a caution. Rising-tide launches favour going into a bay/estuary on the flood and riding the ebb back out. This is a decision aid — local wind against coastline and shipping always wins.
